In my opinion, the factors of poverty in the city of Pasto, such as indigence, the growing number
of displaced people, unemployment, difficult access to decent housing or efficient public services,
contribute negatively to the environmental behavior of the city.
Each of these elements causes negative consequences for the ecological system prevailing in the
city and also in the rural area. It is a trend that has been taking place historically but that has
increased notably in recent times due to external factors, almost always related to the Colombian
conflict, but in addition, the public sector has shown deep flaws in the management of all these
elements, which has led to today suffering complex issues in environmental matters, such as the
destination of wastewater, the final disposal of garbage, coverage in deeply social issues, such as
education and health, to mention only a few elements. (Pobreza en Pasto, factor de contaminacion,
2013)
On the other hand Although the city does not suffer from environmental problems typical of large
cities and other capitals, the task that must be done in this field is very great, especially because it
2
needs a general commitment, an efficient and honest leadership class, a lot of training in this matter
and of economic resources.
It seems to me that must be an objective, it would be contribute to construction in an orderly
manner, ensuring sustainable growth that meets the basic needs of the population, provides
employment opportunities, security, education and builds trust among citizens, investors and
municipal administrations and ensures the efficient use of resources natural resources adapting to
the consequences of climate change. Another situation in particular we have the mobility and
transport It is one of the most delicate and urgent chapters to solve, since it practically defines the
direction and future of the capital of Nariño. The transport infrastructure presents cracks and
deficiencies everywhere. Mobility is nothing more than a frustrated wish for all. As a result of the
prevailing failures, talking about a clean model in terms of pollutants is also a dream that has not
been reached. Traffic congestion is also a result of chaos and disorder and of course the
environmental damage that this produces is incalculable. (Pobreza en Pasto, factor de
contaminacion, 2013)
It is vital that the city must improve in the proper management of solid waste, that is, in the final
destination of garbage. Having a sanitary landfill is an advantage of the city, with the drama that
many cities experience to properly dispose of waste and recycling materials as well as the lack of
decent work places to offer new technicians or professionals leads to informality , to the
rummaging and to the street works. There is deposited a large part of the responsibility for the
ecological mess of the city.
It's essential for the administrators of the capital of Nariño have traditionally been bad managers
before the state and the private sector and this has brought environmental consequences that make
city life much more imperfect and also rural. It is necessary to advance in this space because under
3
the current methodological and legal conditions of the country, the one that does not manage is
left without the resources that are needed to modernize the city.
